A. Yes. The tracker now updates the stats correctly for all bittorrent clients. However, we still recommend that you avoid the following clients:
Shareaza sucks ass!
These clients do not report correctly to the tracker when canceling/finishing a torrent session. If you use them then a few MB may not be counted towards the stats near the end, and torrents may still be listed in your profile for some time after you have closed the client.
Also, clients in alpha or beta version should be avoided.

Just a guess, but it looks like they pointed you toward a test tracker site. It's possible that when the admins of this site had mod access to the emp.me tracker and forum, that they used the "Backup Database" feature on the "General Admin" page. I did just that to a forum I admin'ed every night for a couple months because one of the other admins would ruthlessly edit the tables whilst drunk...always fun to have to rebuilt the damn site on a Sunday morning. Then, the quarterly bandwidth bill came, and the SysOp wanted to know how the hell we were using an extra 3 - 5GB of data every month (this was in 2002, when website data charged like cell phone providers did in 1992).
With that back-up, though, all one would need is a free copy of phpBB software and a webhost, and they could have an exact copy of whatever forum they backed up. Saves a lot of time editing features and installing options.
But, I'm only assuming...and we all know what happens when I assume: I picture me in Sasha Grey's ass and get so distracted I forget what I was talking about.

Please note we've been trying to avoid problems by logging out when we leave and we're trying to do the right thing as to not mess it up for others...
